This report presents a comprehensive statistical analysis of human rights and humanitarian incidents in Balochistan (Iran) during 2025. Using monthly data, it examines four major categories of civilian harm: casualties among fuel carriers, extrajudicial killings, the impacts of military operations (including deaths, injuries, abductions, and detentions), and casualties resulting from attacks, assaults, and kidnapping attempts. The analysis identifies key trends, monthly fluctuations, and periods of heightened violence throughout the year.
The findings reveal a persistent pattern of insecurity across all twelve months, with substantial numbers of deaths, injuries, and detentions recorded in every category. Fuel transportation remained one of the most dangerous means of livelihood, with a mortality rate exceeding half of all recorded incidents. Military operations were responsible for a significant share of fatalities and large-scale detentions, while attacks and kidnapping attempts consistently demonstrated high levels of lethality. In addition, the continued occurrence of extrajudicial killings raises serious concerns regarding the protection of the right to life and adherence to due process.
Overall, the report highlights the multidimensional nature of violence in Balochistan, where economic vulnerability, conflict dynamics, and security operations collectively contribute to sustained civilian harm. These findings underscore the urgent need for stronger civilian protection mechanisms, improved access to healthcare and emergency services, greater accountability for human rights violations, and long-term socioeconomic interventions to reduce reliance on high-risk livelihoods and enhance community resilience.
